On the other hand, there is still lack of opportunities for academically competent students who are affected by poverty since scholarships are in-demand and highly competitive nowadays. According to Raghavan (2017), the possible causes of low quality education in a country are having a large population that makes the task of improving the facilities and the quality of education itself a rigorous and challenging task for the government, lack of teachers, and insufficient budget. Since the Philippines is known to have one of the most corrupt governments in the world, it would be more difficult to provide quality education, higher wages for teachers, better facilities and school supplies, and more scholarship opportunities if the government administration is mishandling the budget allotted for improving education because of corruption. Instead of letting the most powerful instigator of change in society waste away because of government neglect, some recommendations of the civil society organization for education include assistance and funding from the government and private partnerships.
