The proliferation of advanced technology in both nuclear and sophisticated conventional weapons contributed to Japan’s rise. A heightened ability of Third World Countries to demand top-of-the-line equipment as a result of increased competition among vendors for arms exports; and greater resources available to many of these countries as a result of increased oil prices or high rates of economic growth. These developments have enabled countries around the world to acquire sophisticated weaponry while developing domestic arms industries and becoming actors in international arms market. The developments have also fostered a quiet but significant arms buildup in Asia. Much of this spending is going to power projection capabilities. South Korea, Singapore, and Indonesia all have F-16 fighter-bombers. India, Pakistan, China, Taiwan, and both North and South Korea have ballistic missiles either in service or under development. These developments cut across Japan’s strategic assumptions and underline the importance of the US to both Japanese national interests and broader regional stability.
