What is a Diplomatic Pouch?

The Diplomatic Pouch is a sealed bag or container clearly marked as such, containing only official documents and articles for official use, whether accompanied or unaccompanied. It also does not have any size limits. Before the establishment of the Vienna Convention on Diplomatic Relations, a Receiving State had the “Right to Challenge a Bag”; in such cases, the Sending State could either return the bag or open it in presence of authorities of the Receiving State. However, the “Right to Challenge a Bag” is no longer permitted. Though the Diplomatic Pouch from Magenta contains a message that would cause a serious number of casualties in the discotheque, Charge D’Affaires Mann could assert the inviolability of the Diplomatic Pouch in accordance with Article 27.3 of the Vienna Conventions on Diplomatic Relations. Enshrined in the Article 27.3 of the 1961 Vienna Convention on Diplomatic Relations, properly designated diplomatic pouches shall not be opened or detained.
