These increased efforts fit in with Japan’s historic desire to avoid international isolation. They also bolstered Japan’s push for broader regional and global roles that emphasize non-military factors. The government will probably succeed ultimately in gaining legislative approval for Japanese participation in UN-led international peace- keeping operations but this will be extremely limited. It will be years before this embryonic group evolves into a normal,” after hostilities end” kind of peace-keeping organization, let alone be allowed to participate directly in collective security operations (such as Iraq) that require the use of force. While Japan clearly has come along way, it equally clearly has a long way to go if it is to gain greater recognition from the international community for its contributions to regional and global security.
