What is the Communist Party of Viet Nam?
The Communist Party of Viet Nam is an elite organization comprised of some 1,553,500 members or roughly only 3 percent of a population of over 95 million, despite concerted efforts to recruit new members. The CPV maintains its dominance through a system of inter-locking directorates which permeates every level of government, the military and State-owned enterprises; party membership is viewed as a prerequisite for career advancement and success. According to CPV statutes, the highest party body is the CPV National Congress or Plenum held every five years attended by 1,510 delegates from different party cells throughout the country and bureaucracies. In between Congresses, power resides in the CPV Central Committee which consists of 180 members and meets twice a year focusing on a specific issue or set of issues. At the end of each plenum, a communiqué is issued by the Central Committee and passed on to the party apparatus for further study, if necessary, and implementation.
