The Parliament is the locus of all executive, legislative and to some extent, judicial power, in the United Kingdom. It has the authority to pass, change, or repeal any law, without being subject to restraint by the courts or any other body. Indeed, the Parliament has the power and authority to reverse court decisions if it chooses to do so. Unlike the United States Congress which is bicameral in both form, the British parliament is bicameral in form only In the British case, only one chamber, the House of Commons, has meaningful law-making powers; indeed, the only role the House of Lords could play vis-à-vis rule-making is to cast something called the suspensive veto that at best, could delay legislation, but not kill it. The specific responsibilities of the PM are selecting members of the government; determining the size and composition of the Cabinet, and establishing and appointing members of Cabinet committees.
