The Central Committee of the Communist Party of Viet Nam (CPV) has become younger and better educated in recent years with the retirement or death of legendary septuagenarian and octogenarian Central Committee members. The composition of the Central Committee has also changed over the years, with the largest number of current members hailing from the rural areas or provinces (provincial leaders) As in the past, however, 11-13 percent of the seats in the Central Committee is reserved for the military (Viet Nam People’s Army, Navy and Air Force; Strategic Rear Guard Force; and People’s Self-Defense Force) The Central Committee functions through a number of specialized commissions administered by a full-time staff, like the Organization Commission, arguably the most important of these specialized commissions, since it is responsible for all decisions pertaining to personnel and staffing.
