During the cold war era, the grand strategy of containment played a prominent role in shaping specific foreign policy actions undertaken by the United States. President Richard Nixon proclaimed the need for a new and stable framework for international relations to replace containment as the former foreign policy. The centerpiece of President Nixon’s new strategy was a policy of détente with Russia and China and more balanced partnership with American allies. The intellectual strategy came from Henry Kissinger, who first served as Nixon’s National Security Adviser and then became his Secretary of State. Détente was intended to bring about a relaxation of tension between the US and its major cold war adversaries in countries such as the USSR and China so that they might enter into the management of the international system as co-partners.
