What is Jimmy Carter’s grand strategy?
Carter laid the basis for a new American foreign policy by promising one that was democratic, based on fundamental values, and that uses power and influence for humane purposes to be done by focusing American foreign policy on promoting human rights and solving regional problems. Carter proclaimed that commitment to human rights must be absolute. Americans have agreed since 1776 that the United States must be the beacon of human rights to an unregenerate world. Due to the said policy, the Carter administration embraced human rights; it pursued Nixon’s program of promoting human rights through the US participation in the Conference on Security and Cooperation in Europe (CSCE) in August 1975 that produced the Helsinki Accords, a major diplomatic agreement signed by 35 nations n Helsinki, Finland to respect human rights and fundamental freedoms. It made Soviet and Eastern European human rights practices a permanent item on the diplomatic agenda. The Carter administration added a concern for economic and social rights other than the traditional inclusion of human rights in terms of civil and political rights.
