The Bush administration found political support for the war waning at home. Its rationales for going to war were publicly questioned, and the performance of its intelligence agency under attack. The administration was also unable to stop congressional committees and an independent commission from holding public hearings and investigating its antiterrorism policies prior to 9/11. the UN with a fait accompli). The excessive reliance on coercive diplomacy and military power as the means for realizing foreign policy objectives. Having divided the world into good and evil states, it had difficulty talking with those whose views it rejects. Diplomatic initiatives were entered into reluctantly (e.g. Middle East peace plans and North Korea negotiations over its nuclear ambitions), marked by contradictory statements and moves, and interspersed with long periods of neglect.
