foreign aid and other measures, Professing a willingness to hold multilateral talks with North Korea, Warning of and planning future economic sanctions, Stressing that “all options are open”, The Bush administration began to consider war against Iraq almost immediately after the 9/11 terrorist attacks but postponed action until after the war in Afghanistan was concluded. In September, Bush addressed the opening session of the UN and challenged it to confront the “grave and gathering danger” of Iraq or become irrelevant. On September 17 the administration released its national security strategy that replaced deterrence with preemption. In October, the US Congress authorized the use of force against Iraq on the justification that Iraq had weapons of mass destruction. By the end of 2002, Bush had approved the deployment of forces to the Persian Gulf.
