The First Consequence is “Win the war and lose the peace”. The United States has demonstrated an impressive ability to defeat the enemy. Yet, it has been unable to deter war; it has been unprepared to fight a war; it has failed to gain the objectives it fought for, and its settlements have not brought satisfactory peace. The second Consequence is the existence of a double standard in judging the behavior of states. The US has often engaged in actions that it condemns when practiced by others states. Activities considered by most states to be a normal part of world affairs have been highly controversial in the US. The third consequence is ambivalence toward diplomacy. Diplomacy is viewed with great skepticism, particularly by the Bush Jr. administration. For the George W. Bush administration, this skepticism over the value of negotiating with the enemy was evident in its dealings with North Korea over its violation of the Agreed Framework it negotiated with the Clinton administration and its open pursuit of a nuclear capability. “Talking” with North Korea was seen as tantamount to “caving in” to a government that the Bush administration had labeled as part of the “axis of evil.”
