What is China’s Decision-making process in foreign policy?
The decision-making process in foreign policy matters is characterized by Centralization which is a single political party actor called the Chinese Communist Party has dominated the government. On the other hand, the Two-Level Game is a complex, ongoing process of simultaneous government bargaining in domestic and foreign policy relations. This means Beijing still needs to balance its domestic interests such as improving standards of living, promoting stability, and continuing with the process of governmental reform in the late 1970s while developing a modern foreign policy. The Two-Level Game is a complex process because Beijing has to keep up with the momentum of socio-economic reforms in the country while at the same time, overseeing the country’s rapid rise in power within the international system. China is a rising power on the regional level as well as increasingly on the international level. However, the country has not yet achieved the status of global power or superpower, much like the status of the United States and the Soviet Union, because great powers often have a very distinct and more numerous foreign policy interests than other states. It can be noted that China, now grows in global strength and capability, as well as foreign policy interests.
