What should the Philippines do regarding the territorial dispute with China?

It is a fact that the Philippines cannot use its military power against China, as this would only cause a greater loss, far more than the existing damage the Philippines is trying to repair in the arbitration.  Consequently, from a Liberalist’s perspective, it is important to take collective action to address pressing issues, such as environmental damage in the South China Sea.  To address important issues, the Philippines must continue negotiating with China and other involved claimants in providing protection to the marine life in to create sustainable livelihoods for the fisher folks. The Philippines must aim to fight for its interest in using the resources in the subjacent waters through extensive practice of diplomacy and negotiations. However, it is also important to allow foreign vessels to traverse, install islands, and conduct research as long as they do not disrupt the preservation of the marine life. Cooperation between states can lead to peaceful co-existence and strengthening of diplomatic ties, as sharing of resources need not to be a zero-sum game between states.
