Why should countries mandate ROTC?

According to Gillett (2013), Reserve Officers Training Corps is designed to develop the leadership skills required while enhancing their physical, mental, and moral skills. The program is also aimed to produce well-trained officers for the national defense of a country. Neiberg (2001) argued that, “Every young man has an obligation to contribute to the national defense. The college-educated man can best serve his country and his personal interests by earning a commission and fulfilling his obligation as an officer.” Moreover, Masland et al. (1959) stated that the through implementing the ROTC in universities and colleges, the dedication for service in society will increase, as they utilize their skills while responding to different social needs. In addition to that, according to Lutz et al. (1995), ROTC promotes better citizenship and discipline in citizens. Participating in drills and repetitive marching inculcated discipline, which the cadets can apply in other aspects of their lives.
